The passage of the Redbud School Funding Act in June 2021 was in response to a lawsuit by OK Public Charter School Assoc. Up until this Act was passed charter schools in OK received no captial funding. Additionally, there was no method to equalize capital funding for traditional public schools, which is shown to negatively affect equity in other areas (see Maiden, Crowson, Reynolds article in this module.)
What revenue stream did the Redbud Act use? How did it improve equity for public schools in Oklahoma? Not every school superintendent was happy about the Redbud Act, why do you think that is? Capital outlay projects are usually funded through bond issues; did this revenue have any effects on a district’s bonding capacity?
