One way to characterize the relationship of mind and brain in Spinozas neutral monism is to say that the brain is the organ of thinking, just as the legs, etc. are the organs of walking and the jaws, etc. are the organs of chewing. We dont view walking and chewing as somehow independent of the legs and jaws, but people tend to view thinking as having an existence independent of the brain. Now 350 years later, though we know a great deal more about the brain, many people still believe in mental activity that is independent of the brain. Why do you think that is?
